Old Delhi Muslim's harassment Unabated

NEW DELHI: Encouraged by the statement Union Home Minister L. K. Advani, made in the parliament, the Sub Divisional Magistrate once again started serving notices to the Muslim property owners questioning their Indian nationality, in the walled city of Delhi. They have adopted a new modus operandi: Using the services of non-Muslim tenants to serve notices. In their wisdom it appears that tenants, who by all means newer in the premises, are more knowledgeable about the ownership of the premises than the landlords.

In the winter session of Parliament, in reply to a question Mr. Advani said that the notices had been served to ascertain the status of the occupants of the enemy property and were not to question the nationality of the individuals concerned. He further stated that since June 1998, notices were issued to 12 property owners, under the enemy property Act, 1968. The question was raised by Prof. Saifuddin Soz and Mr. G.M. Banatwala asking the exact number of notices served and under which law they were served and what steps were taken to ensure that there was no harassment to Muslim community.

The Indian National League, which took up the cudgels on behalf of the Muslim households of Old Delhi, described the statement of Advani “a piece of misinformation.” It alleged that the material facts were suppressed to mislead the Parliament. Even about the correct number of the properties the alleged notices were given was not mentioned in the reply.

Mr. Zameer Ahmad Jumlana, President, Delhi unit, says, the Home Minister’s reply did not stand on its feet as one went through the text of the notices which did not bear any reference number nor indicate under which law it had been issued.

The League also questioned the assertion of Advani that the action taken did not amount to harassment. First, the notices were served by the police knocking at the door at midnight. “How can a policeman serve a notice issued under a law of Civil nature? Furthermore a single document is enough to expose how the material facts were suppressed by the Home Minister in his reply. An FIR was lodged at the behest of Mr. G. Sudhakar SDM (Sadar Bazar) at police station Sadar Bazar U/S 406/420/468/120-B IPC and enemy property Act 1968 in which 17 property numbers were mentioned. The FIR charged that the accused persons were claiming the ownership of ‘enemy properties on the basis of false forged and fabricated documents.

According to “An interim Report” released by the League, during Indo-Pak war in 1965 the Ministry of Commerce had issued a notification that “No.12/2/65 EPTY in exercise of the powers conferred by sub-rule (1) of rule 130-V of the Defence of India rules 1962 the Central Government- hereby orders that all immovable property in India, belonging to, or held by or managed on behalf of Pakistani nationals shall vest in the Custodian of Enemy Property for India with immediate effect.”

Mr. Jumlana told the Islamic Voice, that on the basis of aforesaid notification, the SDMs were threatening to take over the rights of Muslim property owners by alleging them as Pakistani Nationals after 34 years. It is amazing a motor vehicle bearing number DLL-2687 has been alleged as “moveable enemy Asset. SDMs were declaring any property as enemy property merely on a complaint by any inimical person, he added.

The Ministry has detected 389 properties as ‘ enemy properties’ upto the year 1980, across the country. Even the wakf properties whose mutuwallis had migrated to Pakistan were declared ‘enemy property’. Delhi Administration officials have been issuing notices demanding rent from tenants of such Wakf properties situated in Ballimarian and Sadar Bazar area of the old city.

Expressing concern over the Delhi Administration’s attitude, Mr. Jumlana said neither Mr. Vijai Kapoor, Lt.Governor, nor Mrs. Sheila Dikshit, Chief Minister, Delhi had granted an audience on this issue despite repeated requestsaction taken did not amount to harassment. US Labs Tests Deny : Weapons Chemicals at Bombed Factory in Sudan

NEW DELHI: A team of American chemists and scientists, which thoroughly examined the bombed site of Al-Shifa pharmaceutical plant in Sudan, found no traces of chemical weapon compounds. This new finding has put the Clinton Administration in the dog-house, which has attached the Sudanese Pharmaceutical Plant with cruise missiles, in August last on the pretext that it was involved in making chemical weapons.

According to the American chemists who examined soil, sludge and debris samples from the destroyed plant, no traces of chemical weapon compounds were found.

The findings, though prepared privately for lawyers for the owner of plant, who is now seeking redress from the United States, raise new questions about the American governments reliance on tests of soil samples from the site obtained clandestinely by the CIA. American officials had claimed the samples contained traces of Empta, a precursor used in the production of deadly VX nerve gas.

According to a report in the International Herald Tribune from the wrecked Al-Shifa pharmaceutical plant, Khartoum and its surroundings, the American team found no Empta or its breakdown products. At the heart of the new evidence are 13 carefully catalogued samples taken from the sites late in October. (Mr. Thomas Tullius, Chairman of the Chemistry Department at Boston University who designed and supervised the sampling project, said, “the point of what we did was to carefully and scientifically collect samples from a variety of locations and have them analysed by one of the top laboratories in the world for this kind of work.”

In response to the new findings, Clinton administration officials said they stood by their decision to strike at the Sudanese plant. They dismissed the findings of chemists working on behalf of the plants owner Mr. Salih Idris, noting that their soil samples were taken long after the United States obtained its soil from the site and long after the bombing and rains could have dispersed incriminating evidence. In the study, several locations at the plant were surveyed, along with interior sties in the plant that were covered by debris and partly protected from rain. One location, a septic tank, was found to have historical record of the chemicals flushed through the plant drains.

The lab analysis found that none of the samples contained detectable levels of Empta.

In addition to the evaluation of the soil samples, an international security company, Kroll Associates, was hired by Idri’s lawyers to conduct a detailed review of the Al-Shifa controversy. The company found no evidence of a direct link between Mr. Idris and Mr. Osama bin Laden.

It may be recalled that August 20 last year the US had attacked the Saudi dissident Osama bin Laden’s training Camps near Khost in Afghanistan along with the Al-Shifa Pharmaceutical Plant in Khartoum. The bombed plant was fulfilling 70 per cent medicinal needs of the Sudan.

2- Day Education Meet proposes Muslim Education Board

NEW DELHI: All India Muslim Talimi Conference will set up an All India Muslim Education Board. This was decided in a two-day all India conference on educational backwardness of the Muslims, held at Calcutta on February 13-14. The conference adopted an 11-point programme which aims at alleviating educational backwardness of the community.

The vice chancellors of Maulana Azad Urdu University, Hyderabad and Aligarh Muslim University, Prof. Shamim Jairajpuri and Dr. Mahmood-ur-Rahman respectively, announced starting of study centres of respective universities in Calcutta.

The resolutions appealed to the central and state governments to scrape all policies and measures running in the various states that are ultra vires of the Art. 30 of the Constitution. The conference demanded that the West Bengal Government should take special measures to uplift the Socio-economic and educational conditions of the Muslim community, which accounts for more than 25 per cent of the states’ total population.

The resolution named as 11-point Bengal Resolution, also demanded the review of present education system and three language formula. Participants in the conference alleged that in the name of Hindi and Sanskrit languages, Hindu culture was being taught to the children. Conference asked the central government to enhance the financial aid to the Maulana Azad Urdu University so that it could expand its activities more effectively. The conference suggested better co-ordination between Urdu University and National Council for Promotion of Urdu to promote the Urdu language.

Earlier, in his speech, former chief justice of India Mr. A.M. Ahmadi exhorted the Muslim community to shun the path of confrontation and to evolve a long-term policy for betterment of the community.

New Haj Panel to Take over from May 15 Govt. Defends "Subsidy"

NEW DELHI: At last, the BJP led government had its way even in the Haj affairs. So, finally, they have inducted, three Muslims of their types in the newly constituted Central Haj Committee(CHC), which will take over after May 15 in accordance with the directive of the Supreme Court.

Meanwhile the Vajpayee government has sanctioned fare subsidy worth Rs. 111 crore for over 63,000 pilgrims. This works out to Rs. 17,000 for every individual pilgrim. There has been growing criticism against the subsidy from even quarters within the Muslim community. Some Muslim leaders had even proposed formation of an Haj air Corporation.

The new Haj panel has two BJP members and two members from the Shiv Sena. Of these Tanveer Ahmad, is a BJP secretary, whose name was recommended by the party president Kushabhau Thakre. Another BJP nominee is Mr. Gul Mohammad, former MLA from Rajasthan, who took part in the demolition of Babri Masjid. Among the Shiv Sena nominees is Mr. Saber Shaikh who is Labour and Wakf Affairs Minister in the Shiv Sena- led Maharashtra coalition government.

Among others are Rashtriya Janata Dal MP Ashraf Ali Fatmi, Samajwadi party MP, Shafiqur-Rahman Barq, Janata Dal, MP Ubedullah Khan Azmi and Shiv Sena, member Mohammad Shaikh, Two Samajwadi Party corporators from Bombay Mr. Naser Jamal and Yusuf Abrahani and one MLA also figure in the new committee. Besides the 10, the CHC has six ex-officio members and three co-opted members.

It is surprising that no member of the Congress party finds a place in the new panel.

Meanwhile, the Haj flights are set to begin from March, from all five embarkation points across the country. Instead of Air India, this time an American aviation company Mido has been contracted to airlift the pilgrims to Saudi Arabia. The government has leased six wide-bodied aircraft from the Mido group. Defending the decision, Information and Broadcasting Minister Mr. Parmod Mahajan said that the new exercise meant that Air India operations would not be disturbed as the American aircraft has 460 passenger capacity and more than 160 special Haj flights will be operated from Mumbai, Delhi, Calcutta, Chennai and Bangalore.

Mr. Mahajan also defended the Haj ‘Subsidy” saying that similar measures here adopted for the Kailash-Mansarovar pilgrimage.

World Islamic Literary Congress session

BANGALORE: Literature stimulates revolutions, trends, morals and constructive ideas. It mirrors the external as well as internal aspects of life. It is part of divine scriptures. It encompasses the stirrings of heart, human experiences, reactions and relations.

These words were expressed by noted Islamic scholar Maulana Abul Hassan Ali Nadwi, rector of Nadwatul Ulama at Lucknow while inaugurating the 16th congress of the World Forum for Islamic Literature here on May 27.

Maulana urged the need for describing the Qur’anic tales to the children in the terminology they comprehend. Maulana said human brain was akin to human stomach which strengthened or weakened according to age and accepted the food in right and proper doses.

The Congress drew delegates from several cities and some Arabic scholars from abroad. The Congress devoted to threadbare discussions on Qissa Nigari (narration of tales) this time.

Indo Pak Friendship Muslims' Psyche is Responsible

I appreciate the noble efforts of the organisers of the “Pakistan-India People’s Forum for Peace and Democracy (PIPFPD)” for holding its two- day convention on November 21-22, 1998, in Peshawar, Pakistan. There is no doubt that every peace-loving citizen of India and Pakistan would hail their endeavour to establish peace and amity between the people of these two neighbouring countries. The address of Mr. I. A. Rahman, Chairman of the Pakistani chapter of the forum, on this occasion urging the two governments to put an end to further conduct of nuclear tests and consequent nuclear arms race, is also extremely praiseworthy (Islamic Voice, Jan.1999).

But I would like to draw your attention to the dark and gloomy side of the affair. The November 30, 1998, edition of Time carries interviews with the Indian defence minister George Fernandes and the Pakistani nuclear scientist Abdul Qadeer Khan, which are worth mentioning in the present context. While commenting on the present Indo-Pak relation, Fernandes said, “I look at a Pakistani as the flesh of our flesh and the blood of our blood. We are two different nations but one people”. But in his reply to a similar question, Abdul Qadeer Khan said, “There are some similarities, but we are basically different. We are Muslims and they are Hindus. We eat cows. They worship cows. That we lived on the same land and spoke the same language does not make us the same people. While the comment of Frenandes reflects an attitude of tolerance, love and unification, friendship and peace, that of Khan reflects extremely harmful, sinister and secessionist Muslim psycho-profile. The above comment of Abdul Qadeer Khan also shows to what extent the faith in Islam can distort the thought process of even a highly educated scientist like him.

There is no doubt that this secessionist Muslim mindset has given birth to the “Two Nation Theory” that culminated in the division of this great ancient country into three pieces through fratricidal blood-bath and the bitterness thus generated is now proceeding towards a nuclear conclusion. And the history of the forthcoming days will have no other alternative than to accuse the said secessionist Islamist tendency for all these grave consequences. So it appears that, unless the Pakistanis mend their thought process, all the noble efforts of PIPFPD is destined to be confined to rhetoric alone without yielding anything in practice. So long as the doctrine of hatred continues to guide the people of Pakistan, a real friendship and amity between the people of these two nations would remain a mirage. That is the reason for which the Pakistani delegate Dr. Abdul Karim Naik quoted Upanishad and said that, only the message of the Upanishads are capable of removing discriminations among the human race created on the basis of religion and nationality. Only Upanishads consider the entire humanity as a family and every person living in this world as a member of the world family.

In the present context, it would be relevant to quote what the Pakistani journalist Zafar Adeem says in this regard. He writes, “We have never been able to understand that, if 50 years were not sufficient to make Pakistan fit for receiving a perfect Islamic system, then where was the need to create if at all? If the Islamic system cannot be enforced, then why not we go back to the original system, the united India? There is still a heart-warming and soul- stirring call from across the borders devoid of any sectarian heat. The great land of India is a wonderful gift of God, made fertile and creative by nature in every respect. It is a cradle of a variety of religions and beliefs and a shining example of unity in diversity which our Mumalkat-e-Khudadad lacks” (Organiser: 18.1.98). A real friendship and amity between the people of Pakistan and India would be established only when the people of Pakistan gather under the banner of Zafar Adeem.

Mirza Habibur Rahman - A Tribute

MYSORE: It was 27th night of Ramazan. After having offered the taraweeh prayers social worker Prof Mirza Habibur Rahman was addressing the namazis in the mosque he himself had built. The topic was the importance of the Lailatul Qadar, the night of destiny. He suddenly suffered a heart attack and was soon dead. What a death! Perhaps everyone of us would aspire for such a death.

People think of performing Hajj after retirement with the money they collect as retirement benefits. Mirza Saheb had other ideas. His heart was with the large number of Muslims who were leading miserable lives in the slums of Ghousia Nagar at Mysore. The inhabitants had no water, no power, now schools and no access to roads. Mirza Sahib decided that more than Hajj, his money was needed here, for the upliftment of the poor. He put all that he had and started a school. He was soon going from hut to hut, lecturing women on how important was education for children. He then expanded his activities. A madrassa started working, a mosque was built. He begged the residents to send their kids to schools. The poor people recognised his sincerity and children began streaming into the school and the madrassa. He organised vocational training for women in order that they learnt various skills which would enable them to earn something. More than five years passed but there was no looking back. He went on with his mission with the entire dedication at his disposal. One is given to understand that he was putting in all his pension money for the school. Those who perform Hajj, six, seven, or eight times should ponder over the achievements of Mirza Saheb. There was no eye in Ghousia Nagar which did not shed a tear on the day Mirza Sahib passed away. Here was a man who worked tirelessly for their upliftment, expecting no rewards, asking for nothing in return. His funeral was a scene to watch. None had ever seen so many lives touched by one’s death.

Mirza Sahib has done his job. But the enormity of the problems of the community is so large that we need a Mirza Habibur Rahman in every mohalla. Do we have one in every town and city?

Urdu Books on Careers and Scholarships

HYDERABAD: Two books in Urdu on career opportunities and scholarships were rleased here last month. Urdu columnist Dr.Salman Abid has authored and published a book on career opportunities which provides an overview of the educational scene, courses available in various disciplines, eligibility and procedure of applying etc. It provides information on competitive examination for civil services, physical education, public relations, library science, music, painting, archaeology, tourism, advertising etc. which often fall outside the mainstream of education. The book was released by Dr Shameem Jairajpuri, vice chancellor of Maulana Azad Urdu University. Another book by Dr. Abid on Scholarship opportunities in India was released by Prof. Afzal Muhammad, vice chancellor of the Dr. B R Ambedkar Open University, Hyderabad. The contents comprise overseas scholarship also. The book is priced at Rs. 30. Dr. Abid has been contributing for careers column in the local Urdu daily Siyasat.

BOOK RELEASED

A book titled ‘Laws Relating to Fornication (zina) in Islamic System’ by Syed Ahmed was released in Hyderabad by Mr. Justice Sardar Ali Khan, former chairman of the National Commission on Minorities last month. The author, an assistant secretary in Andhra Pradesh state legislature, has dealt with the concept of chastity, marriage in Islam and other faiths such as Christianity, Hinduism, Buddhism and Judaism. Publisher is Andhra Legal Decisions. It is priced at Rs. 150. Ahmed said the book could be useful to researchers, legislators and social reformers who have to deal with offences such as adultery, rape, illicit relations, pregnancies outside marriage and spread of AIDS, sex led tourism, prostitution etc. Syed Ahmed holds a masters degree in law.
