Islamabad (APP) : The Inter Boards Coordination Commission (IBCC) hosted Dr. Haddy Jatou Sey, Head of Education Sector at the Islamic World Educational, Scientific, and Cultural Organization (ICESCO), at its Islamabad headquarters. This visit marked a pivotal moment in advancing education and assessment systems across ICESCO’s 53 member states.

Strategic Discussions for Educational Reform
Dr. Sey, a distinguished educationist with 28 years of experience at the World Bank and as a former Minister of Basic and Secondary Education in Gambia, engaged in strategic discussions with Dr. Ghulam Ali Mallah, Executive Director of IBCC. The talks explored solutions to shared educational challenges within the Muslim world.

During the meeting, Dr. Mallah showcased IBCC’s innovative Model Assessment Framework (MAF), which aims to revolutionize Pakistan’s assessment system by shifting from rote learning to a conceptual and skills-based approach aligned with national curriculum standards.

Shared Vision for Standardization and Quality Education
IBCC and ICESCO agreed on developing a unified Model Assessment Framework for member states. This initiative will:
• Standardize assessments.
• Enhance the quality of education.
• Equip students with the skills needed for success in a globalized world.

The collaboration also proposed capacity-building initiatives, including training programs, workshops, webinars, and seminars for educators. These would focus on standards-based assessment design, item writing, psychometric analysis, and leveraging digital tools to modernize education.

Facilitating Mobility and Modernizing Assessments
A key aspect of the partnership is establishing systems to streamline qualification recognition and equivalence across ICESCO member states. This would facilitate mobility in education and employment across the Muslim Ummah.

With ICESCO’s technical expertise, the collaboration aims to introduce advanced tools, including:
• Question Item Banks (QIBs).
• On-Screen Marking Systems.
• Real-Time Proctoring Technologies.

These tools are designed to enhance the efficiency and reliability of assessments.

Proposed International Conference
A notable outcome of the discussions was the proposal to host an International Conference of All Examination Boards of the Islamic World in Islamabad during 2025-26. This conference would provide a platform for education leaders from ICESCO member states to collaborate on standardizing and innovating assessments.

Mutual Commitment to Empower the Ummah
The partnership reflects a shared commitment to addressing challenges such as teacher training, quality assurance, and assessment standardization. Through innovation and inclusivity, IBCC and ICESCO aim to combat literacy poverty and ensure equitable access to quality education for all, empowering the Muslim Ummah.

Dr. Sey praised IBCC’s advancements in digital transformation, capacity building, and client-centric services, pledging ICESCO’s full support through technical expertise, funding, and resources.
