Kolkata: The All India Milli Council convened its 23rd annual General Assembly and Executive Council session in Kolkata, bringing together prominent leaders, scholars, and delegates from across the country. Over two days of deliberations, key concerns and issues were discussed, leading to the adoption of resolutions on eight critical matters and the unanimous election of new office bearers for the upcoming three-year term.
Presentation of the General Secretary’s Report
The session began with the presentation of a two-volume report by the General Secretary, detailing the Milli Council’s initiatives and activities over the past two years. The assembly also paid tribute to distinguished scholars and community leaders who had recently passed away.
Election of Leadership for the New Term
For the upcoming Meeqat, Maulana Hakeem Muhammad Abdullah Mughiasi, rector of Jamia Arabia Gulzar Hussainiya Ajrada, Meerut, was re-elected as President of the Milli Council. Additionally, a 61-member Central Executive Council was formed.
In the executive council meeting, Dr. Muhammad Manzoor Alam was re-elected as General Secretary, and five Vice Presidents were elected:

• Maulana Dr. Yasin Ali Usmani (Badayun)
• Maulana Anisur Rahman Qasmi (Patna)
• Maulana Abdul Aleem Qasmi (Bhatkal)

Four Assistant General Secretaries were appointed to assist Dr. Muhammad Manzoor Alam:
• Maulana Shah Qadri Syed Mustafa Rifai Jilani Nadvi (Bangalore)
• Sheikh Nizamuddin (Sholapur)
• Maulana Muhammad Shafiq Qasmi (Kolkata)

Professor (Dr.) Hasina Hashia, a former council member, was unanimously elected as Treasurer, while the following individuals were appointed as Assistant Treasurers:

Under the Milli Council’s constitution, secretaries were elected for 12 departments, including:

• Contemporary & Technical Education: Najmul Hasan Najmi (Patna)

• Public Service: Muhammad Mosaddeq Akiri (Bangalore)
• Human Rights & Justice: Mufti Muhammad Osama Nadvi Advocate (Lucknow)
• Economic Affairs: Maulana Muhammad Ashfaq Siddiqui (Belgaum)
• Media: Shams Tabrez Qasmi (Delhi)

New Department for National Unity
A significant development at the session was the creation of a “Department for Promotion of National Unity”, aimed at fostering coordination among various religious and social groups in India. Dr. Muhammad Asghar Chalbal Gulbarga was unanimously elected as its Secretary.

Conveners were appointed for four key sub-organizations of the Milli Council:
• Women’s Department: Professor Hasina Hashiya
• National Political Forum: Muhammad Qamar Alam
• Milli Youth Organization: Maulana Abdul Malik Mughisi (Saharanpur)
• Legal Forum for People’s Rights: Dr. Amjad Pasha (Chennai)
Discussion on National and Legal Issues
The council deliberated on several critical national issues, including:
• The Waqf Amendment Bill 2024
• The need for a “Protection of Minorities Act”, similar to the Scheduled Castes and Scheduled Tribes Acts
• A review of the Places of Worship (Special Provisions) Act, 1991
• The Uniform Civil Code (UCC), particularly its implementation in Uttarakhand
• Plans for Census 2025
Public Meeting on Constitutional Protection
As part of the session, a public meeting was held at Milli-Al-Amin College for Girls, Kolkata, under the theme “Save the Constitution – Build a Nation”. Scholars, including Maulana Khalid Saifullah Rahmani and Maulana Dr. Shakeel Ahmed Qasmi (Patna), addressed the gathering, emphasizing the importance of constitutional rights and national unity.
The session concluded with a renewed commitment to protecting minority rights, strengthening communal harmony, and advocating for social justice in India.
